Secret Pentagon Report Reveals US "Created" ISIS As A "Tool" To Overthrow Syria's President Assad
by Dr Nafeez Ahmed | | May 24, 2015

From the first sudden, and quite dramatic, appearance of the fanatical Islamic group known as ISIS which was largely unheard of until a year ago, on the world’s stage and which promptly replaced the worn out and tired al Qaeda as the world’s terrorist bogeyman, we suggested that the “straight to beheading YouTube clip” purpose behind the Saudi Arabia-funded Islamic State was a simple one: use the Jihadists as the vehicle of choice to achieve a political goal: depose of Syria’s president Assad, who for years has stood in the way of a critical Qatari natural gas pipeline, one which could dethrone Russia as Europe’s dominant – and belligerent – source of energy, reaching an interim climax with the unsuccessful Mediterranean Sea military build up of 2013, which nearly resulted in quasi-world war.
The narrative and the plotline were so transparent, even Russia saw right through them. Recall from September of last year:
If the West bombs Islamic State militants in Syria without consulting Damascus, LiveLeak reports that the anti-ISIS alliance may use the occasion to launch airstrikes against President Bashar Assad’s forces, according to Russian Foreign Minister Sergey Lavrov. Clearly comprehending that Obama’s new strategy against ISIS in Syria is all about pushing the Qatar pipeline through (as was the impetus behind the 2013 intervention push), Russia is pushing back noting that the it is using ISIS as a pretext for bombing Syrian government forces and warning that “such a development would lead to a huge escalation of conflict in the Middle East and North Africa.”
But it’s one thing to speculate; it’s something entirely different to have hard proof.
And while speculation was rife that just like the CIA-funded al Qaeda had been used as a facade by the US to achieve its own geopolitical and national interests over the past two decades, so ISIS was nothing more than al Qaeda 2.0, there was no actual evidence of just this.
That may all have changed now when a declassified secret US government document obtained by the public interest law firm, Judicial Watch, shows that Western governments deliberately allied with al-Qaeda and other Islamist extremist groups to topple Syrian dictator Bashir al-Assad.
According to investigative reporter Nafeez Ahmed in Medium, the “leaked document reveals that in coordination with the Gulf states and Turkey, the West intentionally sponsored violent Islamist groups to destabilize Assad, despite anticipating that doing so could lead to the emergence of an ‘Islamic State’ in Iraq and Syria (ISIS).
According to the newly declassified US document, the Pentagon foresaw the likely rise of the ‘Islamic State’ as a direct consequence of the strategy, but described this outcome as a strategic opportunity to “isolate the Syrian regime.”
And not just that: as we reported last week, now that ISIS is running around the middle east, cutting people’s heads of in 1080p quality and Hollywood-quality (perhaps literally) video, the US has a credible justification to sell billions worth of modern, sophisticated weapons in the region in order to “modernize” and “replenish” the weapons of such US allies as Saudi Arabia, Israel and Iraq.
But that the US military-industrial complex is a winner every time war breaks out anywhere in the world (usually with the assistance of the CIA) is clear to everyone by now. What wasn’t clear is just how the US predetermined the current course of events in the middle east.
Now, thanks to the following declassified report, we have a far better understanding of not only how current events in the middle east came to be, but what America’s puppermaster role leading up to it all, was.
From Nafeez Ahmed: Secret Pentagon report reveals West saw ISIS as strategic asset Anti-ISIS coalition knowingly sponsored violent extremists to ‘isolate’ Assad, rollback ‘Shia expansion’, originally posted in Medium.
Hypocrisy
The revelations contradict the official line of Western government on their policies in Syria, and raise disturbing questions about secret Western support for violent extremists abroad, while using the burgeoning threat of terror to justify excessive mass surveillance and crackdowns on civil liberties at home.
Among the batch of documents obtained by Judicial Watch through a federal lawsuit, released earlier this week, is a US Defense Intelligence Agency (DIA) document then classified as “secret,” dated 12th August 2012.
The DIA provides military intelligence in support of planners, policymakers and operations for the US Department of Defense and intelligence community.
So far, media reporting has focused on the evidence that the Obama administration knew of arms supplies from a Libyan terrorist stronghold to rebels in Syria.
Some outlets have reported the US intelligence community’s internal prediction of the rise of ISIS. Yet none have accurately acknowledged the disturbing details exposing how the West knowingly fostered a sectarian, al-Qaeda-driven rebellion in Syria.
Charles Shoebridge, a former British Army and Metropolitan Police counter-terrorism intelligence officer, said:
“Given the political leanings of the organisation that obtained these documents, it’s unsurprising that the main emphasis given to them thus far has been an attempt to embarrass Hilary Clinton regarding what was known about the attack on the US consulate in Benghazi in 2012. However, the documents also contain far less publicized revelations that raise vitally important questions of the West’s governments and media in their support of Syria’s rebellion.”
The West’s Islamists
The newly declassified DIA document from 2012 confirms that the main component of the anti-Assad rebel forces by this time comprised Islamist insurgents affiliated to groups that would lead to the emergence of ISIS. Despite this, these groups were to continue receiving support from Western militaries and their regional allies.
Noting that “the Salafist [sic], the Muslim Brotherhood, and AQI [al-Qaeda in Iraq] are the major forces driving the insurgency in Syria,” the document states that “the West, Gulf countries, and Turkey support the opposition,” while Russia, China and Iran “support the [Assad] regime.”
The 7-page DIA document states that al-Qaeda in Iraq (AQI), the precursor to the ‘Islamic State in Iraq,’ (ISI) which became the ‘Islamic State in Iraq and Syria,’ “supported the Syrian opposition from the beginning, both ideologically and through the media.”
The formerly secret Pentagon report notes that the “rise of the insurgency in Syria” has increasingly taken a “sectarian direction,” attracting diverse support from Sunni “religious and tribal powers” across the region.
In a section titled ‘The Future Assumptions of the Crisis,’ the DIA report predicts that while Assad’s regime will survive, retaining control over Syrian territory, the crisis will continue to escalate “into proxy war.”
The document also recommends the creation of “safe havens under international sheltering, similar to what transpired in Libya when Benghazi was chosen as the command centre for the temporary government.”
In Libya, anti-Gaddafi rebels, most of whom were al-Qaeda affiliated militias, were protected by NATO ‘safe havens’ (aka ‘no fly zones’).

‘Supporting powers want’ ISIS entity

In a strikingly prescient prediction, the Pentagon document explicitly forecasts the probable declaration of “an Islamic State through its union with other terrorist organizations in Iraq and Syria.”
Nevertheless, “Western countries, the Gulf states and Turkey are supporting these efforts” by Syrian “opposition forces” fighting to “control the eastern areas (Hasaka and Der Zor), adjacent to Western Iraqi provinces (Mosul and Anbar)”:
“… there is the possibility of establishing a declared or undeclared Salafist Principality in eastern Syria (Hasaka and Der Zor), and this is exactly what the supporting powers to the opposition want, in order to isolate the Syrian regime, which is considered the strategic depth of the Shia expansion (Iraq and Iran).”
The secret Pentagon document thus provides extraordinary confirmation that the US-led coalition currently fighting ISIS, had three years ago welcomed the emergence of an extremist “Salafist Principality” in the region as a way to undermine Assad, and block off the strategic expansion of Iran. Crucially, Iraq is labeled as an integral part of this “Shia expansion.”
The establishment of such a “Salafist Principality” in eastern Syria, the DIA document asserts, is “exactly” what the “supporting powers to the [Syrian] opposition want.” Earlier on, the document repeatedly describes those “supporting powers” as “the West, Gulf countries, and Turkey.”
Further on, the document reveals that Pentagon analysts were acutely aware of the dire risks of this strategy, yet ploughed ahead anyway.
The establishment of such a “Salafist Principality” in eastern Syria, it says, would create “the ideal atmosphere for AQI to return to its old pockets in Mosul and Ramadi.” Last summer, ISIS conquered Mosul in Iraq, and just this month has also taken control of Ramadi.
Such a quasi-state entity will provide:
“… a renewed momentum under the presumption of unifying the jihad among Sunni Iraq and Syria, and the rest of the Sunnis in the Arab world against what it considers one enemy. ISI could also declare an Islamic State through its union with other terrorist organizations in Iraq and Syria, which will create grave danger in regards to unifying Iraq and the protection of territory.”
The 2012 DIA document is an Intelligence Information Report (IIR), not a “finally evaluated intelligence” assessment, but its contents are vetted before distribution. The report was circulated throughout the US intelligence community, including to the State Department, Central Command, the Department of Homeland Security, the CIA, FBI, among other agencies.
In response to my questions about the strategy, the British government simply denied the Pentagon report’s startling revelations of deliberate Western sponsorship of violent extremists in Syria. A British Foreign Office spokesperson said:
“AQ and ISIL are proscribed terrorist organisations. The UK opposes all forms of terrorism. AQ, ISIL, and their affiliates pose a direct threat to the UK’s national security. We are part of a military and political coalition to defeat ISIL in Iraq and Syria, and are working with international partners to counter the threat from AQ and other terrorist groups in that region. In Syria we have always supported those moderate opposition groups who oppose the tyranny of Assad and the brutality of the extremists.”
The DIA did not respond to request for comment.
Strategic asset for regime-change
Security analyst Shoebridge, however, who has tracked Western support for Islamist terrorists in Syria since the beginning of the war, pointed out that the secret Pentagon intelligence report exposes fatal contradictions at the heart of official pronunciations:
“Throughout the early years of the Syria crisis, the US and UK governments, and almost universally the West’s mainstream media, promoted Syria’s rebels as moderate, liberal, secular, democratic, and therefore deserving of the West’s support. Given that these documents wholly undermine this assessment, it’s significant that the West’s media has now, despite their immense significance, almost entirely ignored them.”
According to Brad Hoff, a former US Marine who served during the early years of the Iraq War and as a 9/11 first responder at the Marine Corps Headquarters in Battalion Quantico from 2000 to 2004, the just released Pentagon report for the first time provides stunning affirmation that:
“US intelligence predicted the rise of the Islamic State in Iraq and the Levant (ISIL or ISIS), but instead of clearly delineating the group as an enemy, the report envisions the terror group as a US strategic asset.”
Hoff, who is managing editor of Levant Report — ?an online publication run by Texas-based educators who have direct experience of the Middle East?—?points out that the DIA document “matter-of-factly” states that the rise of such an extremist Salafist political entity in the region offers a “tool for regime change in Syria.”
The DIA intelligence report shows, he said, that the rise of ISIS only became possible in the context of the Syrian insurgency?—?“there is no mention of US troop withdrawal from Iraq as a catalyst for Islamic State’s rise, which is the contention of innumerable politicians and pundits.” The report demonstrates that:
“The establishment of a ‘Salafist Principality’ in Eastern Syria is ‘exactly’ what the external powers supporting the opposition want (identified as ‘the West, Gulf Countries, and Turkey’) in order to weaken the Assad government.”
The rise of a Salafist quasi-state entity that might expand into Iraq, and fracture that country, was therefore clearly foreseen by US intelligence as likely?—?but nevertheless strategically useful?—?blowback from the West’s commitment to “isolating Syria.”
Complicity
Critics of the US-led strategy in the region have repeatedly raised questions about the role of coalition allies in intentionally providing extensive support to Islamist terrorist groups in the drive to destabilize the Assad regime in Syria.
The conventional wisdom is that the US government did not retain sufficient oversight on the funding to anti-Assad rebel groups, which was supposed to be monitored and vetted to ensure that only ‘moderate’ groups were supported.
However, the newly declassified Pentagon report proves unambiguously that years before ISIS launched its concerted offensive against Iraq, the US intelligence community was fully aware that Islamist militants constituted the core of Syria’s sectarian insurgency.
Despite that, the Pentagon continued to support the Islamist insurgency, even while anticipating the probability that doing so would establish an extremist Salafi stronghold in Syria and Iraq.
As Shoebridge told me, “The documents show that not only did the US government at the latest by August 2012 know the true extremist nature and likely outcome of Syria’s rebellion”?—?namely, the emergence of ISIS?—?“but that this was considered an advantage for US foreign policy. This also suggests a decision to spend years in an effort to deliberately mislead the West’s public, via a compliant media, into believing that Syria’s rebellion was overwhelmingly ‘moderate.’”
Annie Machon, a former MI5 intelligence officer who blew the whistle in the 1990s on MI6 funding of al-Qaeda to assassinate Libya’s former leader Colonel Gaddafi, similarly said of the revelations:
“This is no surprise to me. Within individual countries there are always multiple intelligence agencies with competing agendas.”
She explained that MI6’s Libya operation in 1996, which resulted in the deaths of innocent people, “happened at precisely the time when MI5 was setting up a new section to investigate al-Qaeda.”
This strategy was repeated on a grand scale in the 2011 NATO intervention in Libya, said Machon, where the CIA and MI6 were:
“… supporting the very same Libyan groups, resulting in a failed state, mass murder, displacement and anarchy. So the idea that elements of the American military-security complex have enabled the development of ISIS after their failed attempt to get NATO to once again ‘intervene’ is part of an established pattern. And they remain indifferent to the sheer scale of human suffering that is unleashed as a result of such game-playing.”
Divide and rule
Several US government officials have conceded that their closest allies in the anti-ISIS coalition were funding violent extremist Islamist groups that became integral to ISIS.
US Vice President Joe Biden, for instance, admitted last year that Saudi Arabia, the UAE, Qatar and Turkey had funneled hundreds of millions of dollars to Islamist rebels in Syria that metamorphosed into ISIS.
But he did not admit what this internal Pentagon document demonstrates?—?that the entire covert strategy was sanctioned and supervised by the US, Britain, France, Israel and other Western powers.
The strategy appears to fit a policy scenario identified by a recent US Army-commissioned RAND Corp report.
The report, published four years before the DIA document, called for the US “to capitalise on the Shia-Sunni conflict by taking the side of the conservative Sunni regimes in a decisive fashion and working with them against all Shiite empowerment movements in the Muslim world.”
The US would need to contain “Iranian power and influence” in the Gulf by “shoring up the traditional Sunni regimes in Saudi Arabia, Egypt, and Pakistan.” Simultaneously, the US must maintain “a strong strategic relationship with the Iraqi Shiite government” despite its Iran alliance.
The RAND report confirmed that the “divide and rule” strategy was already being deployed “to create divisions in the jihadist camp. Today in Iraq such a strategy is being used at the tactical level.”
The report observed that the US was forming “temporary alliances” with al-Qaeda affiliated “nationalist insurgent groups” that have fought the US for four years in the form of “weapons and cash.” Although these nationalists “have cooperated with al-Qaeda against US forces,” they are now being supported to exploit “the common threat that al-Qaeda now poses to both parties.”
The 2012 DIA document, however, further shows that while sponsoring purportedly former al-Qaeda insurgents in Iraq to counter al-Qaeda, Western governments were simultaneously arming al-Qaeda insurgents in Syria.
The revelation from an internal US intelligence document that the very US-led coalition supposedly fighting ‘Islamic State’ today, knowingly created ISIS in the first place, raises troubling questions about recent government efforts to justify the expansion of state anti-terror powers.
In the wake of the rise of ISIS, intrusive new measures to combat extremism including mass surveillance, the Orwellian ‘prevent duty’ and even plans to enable government censorship of broadcasters, are being pursued on both sides of the Atlantic, much of which disproportionately targets activists, journalists and ethnic minorities, especially Muslims.
Yet the new Pentagon report reveals that, contrary to Western government claims, the primary cause of the threat comes from their own deeply misguided policies of secretly sponsoring Islamist terrorism for dubious geopolitical purposes.

Flashback: Investigative Journalist Broke Ex-Speaker Hastert Blackmail Sex Scandal in 2006
by Wayne Madsen | Infowars.com | May 29, 2015

Former U.S. House Speaker Dennis Hastert (R-IL) was indicted in Chicago on May 28 for lying to FBI agents about his cash withdrawals from his various bank accounts.
Hastert withdrew the money, allegedly beginning in 2010, to pay an individual described only as “Individual A” in the federal indictment as blackmail over “prior misconduct” on the part of Hastert. The Chicago Tribune only referred to the blackmail as “Dennis Hastert’s dark secret,” but northern Illinois was abuzz with credible rumors that dark secret had something to do with Hastert’s earlier years as a wrestling coach for boys at Yorkville High School outside of Chicago.
The indictment indicates that Individual A had something to do with Hastert’s coaching years because it begins, “from approximately 1965 to 1981, defendant JOHN DENNIS HASTERT was a high school teacher and coach in Yorkville, Illinois.” The indictment also states that from 2010 Hastert paid Individual A, who is said to be from Yorkville, a total of $3.5 million to “compensate for and conceal (Hastert’s) prior misconduct” with the unnamed person from Hastert’s past. There is no mention of his having been blackmailed as a result of his activities as Speaker. Since leaving Congress in 2007, Hastert has been a lobbyist for the Washington law firm of Dickstein Shapiro.
Hastert was charged with one count of structuring currency transactions — withdrawing cash in increments of just under $10,000 — to avoid mandatory federal currency transaction reporting requirements by his banks and one count of making a false statement to the FBI. Hastert began paying the blackmail, from June 2010 to April 2012, by making 15 withdrawals of $50,000. He then began withdrawing just under the $10,000 reporting threshold. Hastert lied to the FBI by claiming the withdrawals were because the former Speaker and third in line to the presidency of the United States, lost faith in the U.S. banking system.
Hastert met with the individual in question, believed to be a male, several times in 2010 and agreed to pay him $3.5 million to prevent the person from going public with Hastert’s past wrongdoing. In 2006, WMR scooped the Washington media by reporting that Hastert was involved with the cover-up of a major sex scandal involving Republican congressmen and underage male pages. WMR led off its reporting on Hastert with this September 30, 2006 report: “Congressional sources told WMR that Hastert, while working from 1964 to 1980 as a popular history/government teacher and wrestling coach at Yorkville High School, in Yorkville, Illinois — a suburb of Chicago — was the subject of persistent rumors about inappropriate contact with male members of his high school wrestling team. The culture of the times usually resulted in such alleged behavior being covered up by public and parochial school authorities. However, the rumors were enough for his Yorkville constituency to reject him when he ran for an open seat in the Illinois House of Representatives in 1980. However, Hastert lucked out when another sitting Republican House member who represented the three-seat district had a stroke and declined to run for re-election. The GOP machine bosses selected Hastert as the replacement candidate. Hastert served in Springfield from 1980 to 1986, six years to make the transformation from wrestling coach with a cloud surrounding himself to politician. In 1986, Hastert received an unexpected promotion. After incumbent Republican Rep. John Grotberg was nominated by the GOP for a second term, he was diagnosed with terminal cancer and fell into a coma. The Illinois Republican Convention selected Hastert as the replacement on the ticket, a virtual election to the U.S. House of Representatives in the strongly Republican district. In 1989, when the allegations of homosexuality among GOP congressmen arose during the first ‘Pagegate”‘ scandal [the so-called “Franklin cover-up], Hastert’s name was one of those whispered. In 1995, Hastert became Chief Deputy Whip under now-disgraced GOP Majority Whip Tom DeLay. Hastert would luck out again. In late 1989, amid scandal, House Speaker Newt Gingrich resigned. After Louisiana Rep. Bob Livingston was elected as Speaker by the GOP House Caucus, he too resigned after admitting to an extramarital affair — an amazing development since the House had impeached President Bill Clinton for lying about his own extramarital affair. Hastert, without much scrutiny, emerged as the compromise candidate for Speaker, after the GOP deadlocked on Majority Leader Dick Armey (also the subject of various rumors after he called Barney Frank, “Barney Fag”) and Majority Whip DeLay. Now Hastert is fending off allegations that he knew about the page problem with Mark Foley for 11 months and refrained from taking any action. It is also noteworthy that the Chairman of the House Page Board is Republican Rep. John Shimkus, a close ally of Hastert’s from Illinois. Allegations of cover-up are also surrounding Louisiana GOP Rep. Rodney Alexander, the sponsor of the 16-year old Louisiana page to whom Foley sent messages concerning masturbation and erections, and New York Republican Rep. Tom Reynolds, the chairman of the Republican Congressional Campaign Committee. Both representatives stand accused of covering up Foley’s activities for as long as 11 months. And the Pagegate scandal threatens to turn into a tsunami that could sweep a number of GOP congressmen from office on November 7. Jeffrey Ray Nielsen, a Christian fundamentalist activist lawyer who was a legislative aide for California Republican Rep. Dana Rohrabacher and a close associate of Orange County GOP chairman Scott Baugh, has been charged by Orange County, California police with repeatedly engaging in sex with a 14-year old Westminster, California high school freshman male in 2003 and amassing a large amount of child pornography in his Ladera Ranch condo. Nielsen, an attorney for Manatt, Phelps and Phillips, also reportedly engaged in sexual activities from 1994 to 1995 with a northern Virginia boy, who was 13 and 14 at the time. Nielsen, at the time, was a legislative assistant to Rohrabacher. Prosecutors in Orange County have been accused of dragging their feet on the Nielsen case — charges that involve political pressure from the GOP.” On October 2, 2006, we reported: “In August 2004, the GOP House leadership, which included Speaker Dennis Hastert, then-Majority Leader Tom DeLay, and Majority Whip Roy Blunt, took no action against Republican Rep. Mark Foley of Florida for his repeated salacious contact by email with underage male teens even though a heterosexually-married Republican congressman resigned over trolling gay web sites for ‘younger men.’ In August 2004, one-term Republican Rep. Ed Schrock of Virginia resigned after it became public that he was surfing gay and dating web sites in search of younger men for sex. Schrock, a political ally of his Virginia Beach constituent TV evangelist Pat Robertson and a retired U.S. Navy Captain, resigned after he was outed by a Washington, DC web site. However, rather than dealing with Foley’s sexual habits on the Web, the GOP leadership sank deeper into cover-up mode, burying the Foley matter lest it shine a light on other GOP gay hypocrites in Congress whose anti-gay agenda would embarrass the party a few months before a critical presidential and congressional election. It is now being reported that the House Page Board chairman John Shimkus (R-IL) actually enabled Foley to meet an underage pages for dinner dates after the House GOP leadership were aware of Foley’s inappropriate communications with the teens.” Our report continued: “The House GOP leadership that now stands accused of covering up the scandal includes the GOP members of the House Page Board, Representatives John Shimkus of Illinois and Shelley Moore Capito of West Virginia; House Speaker Dennis Hastert; Majority Leader John Boehner; Majority Whip Roy Blunt; and National Republican Congressional Committee chairman Tom Reynolds, who reportedly received $100,000 from Foley campaign coffers after he was first informed of the allegations against the Florida Republican.” Capito and Blunt have since been elected U.S. senators. Boehner is the current House Speaker. The conservative Washington Times, which broke the underage prostitute scandal surrounding the Franklin Credit Union in Nebraska and the Reagan and Bush administrations in the late 1980s, called on Hastert to resign over the “Pagegate” scandal involving Foley and the other GOP House members. On October 4, 2006, the St. Petersburg Times (now the Tampa Bay Times) reported on the knowledge of top Florida Republicans, including Governor Jeb Bush and Attorney General Charlie Crist, about the Foley-Hastert scandal in Washington: “In a gaggle with Florida’s Capital Press Corps Wednesday, Gov. Jeb Bush flatly refuted allegations posted on an Internet website and circulated widely Tuesday that claims Bush, Attorney General Charlie Crist and Florida Department of Law Enforcement were all told by the federal justice department about Mark Foley’s e-mails a year ago but covered it up. The alleged conspiracy, sourced to ‘informed sources in Tallahassee’ who were not named, was reported on the Wayne Madsen Report website. Madsen’s website claims to tackle ‘the ‘politically incorrect’ and ‘politically embarrassing’ stories and holds government officials accountable for their actions.'” Bush, who is now a candidate for president, responded to a question from the St. Petersburg Times reporter in Tallahassee about the WMR report: “If the next governor . . . is going to have to respond to every blog and every tired little anonymous person who has some bitter part in their soul who wants to express it on the Internet, it’s not going to work.'” Bush was referring to Crist who was running as the GOP candidate for governor of Florida. Crist and Foley roomed together in Tallahassee when both were members of the state legislature. On October 7, 2006, WMR dropped the big bombshell on Hastert: “The rumors about another top GOP member of the House being involved in sexual encounters with young “men for hire” are confirmed to WMR by well-placed sources in Washington’s gay community. The member in question is House Speaker Dennis Hastert, whose “alternate” life style is the primary reason for him and his staff covering up the scandal involving ex-Florida GOP Rep. Mark Foley and his lewd messages sent to underage male congressional pages. Hastert’s penchant to receive anal sex is well-known to our sources in DC’s gay community.” In addition, WMR reported on old charges that swirled around Hastert when he was a high school wrestling coach at Yorkville High School in Yorkville, Illinois. Hastert decided to enter politics in 1980 after rumors surfaced about inappropriate contact with male high school students. It is apparent that one of those students has now surfaced as the FBI’s “Individual A.” Our October 7, 2006 report continued: “In July [2006], Hastert was hospitalized at Bethesda Naval Hospital for cellulitis, a bacterial skin infection. In the Feb. 7, 2003 issue of AIDS Treatment News, doctors reported that they saw ‘a large increase in aggressive, antibiotic-resistant ‘staph’ (Staphylococcus aureus) skin infections in gay men in some areas — and a separate epidemic in certain prisons. Symptoms include boils or blisters; treatment can be difficult, and sometimes requires hospitalization. One HIV doctor in Los Angeles who used to see about one case a year is now seeing two a week. In the past this infection occurred mainly in hospitals.’ The reports of serious skin infections among gay men was also reported in the Los Angeles Times on Jan. 27, 2003.” WMR had another report on Hastert on October 9, 2006: “There is also much focus on the relationship between House Speaker Dennis Hastert and his chief of staff, 56-year old Scott Palmer. Hastert and Palmer, Hastert’s longtime unmarried adviser, live together in a DC townhouse along with Hastert’s Deputy Chief of Staff, Mike Stokke, while Hastert’s wife Jean lives in Yorkville, Illinois and stays at a hotel when she visits Washington. [Mrs. Hastert even stayed at a hotel, instead of her husband’s townhouse, when she traveled to Washington on Valentine’s Day in 2007]. WMR has also learned of additional Senate links to the Pagegate scandal. There is much focus on GOP Sen. George Allen’s predominantly white male staff. There is also interest in the activities of a senior GOP Senator from a Rocky Mountain state. [That senator turned out to be Larry Craig (R-ID) who resigned in 2009 after he was arrested for trying to engage in homosexual activity with an undercover vice cop in a men’s room at Minneapolis International Airport]. WMR’s State Department sources have also reported that the visits of Hastert and other congressional leaders and staff members to certain Southeast Asian nations and the Northern Marianas should come under the scrutiny of the House Ethics Committee, now officially investigating ‘Pagegate.’ The Northern Marianas became infamous in the scandals involving Tom DeLay and Jack Abramoff because of the presence in the US slave labor territory of Asian children being used as prostitutes. Conveniently, Foley co-chaired the House Caucus on Missing and Exploited Children, which would have had authority to investigate charges of child prostitution in the Northern Marianas. Hastert visited Vietnam, along with Palmer, in April of this year and spent three days in the country. Hastert, along with Illinois GOP Rep. Ray LaHood, canceled a visit to Thailand and Vietnam in January 2006. Hastert was also in Thailand in January 2002.” On October 11, 2006, WMR reported on Hastert’s other brush with “hush money”: “Yesterday, WMR reported on the contributions from Dennis Hastert’s political action committee — KOMPAC — [which paid Hastert’s Chief of Staff Scott Palmer for services] — to several GOP House members and candidates’ campaign coffers. FEC records also show that another closeted gay GOP Representative’s PAC made contributions to many of the same Republican candidates who received support from KOMPAC. Apparently, the GOP’s ‘Velvet Mafia’ has done a very good job of spreading around its ‘hush money’ to GOP House members and candidates.” WMR also reported on the underage sex scandal involving the one-time chairman of the House Page Board, the openly-gay GOP Representative Jim Kolbe from Arizona: “Kolbe is under investigation by both the House Ethics Committee and the Justice Department for alleged inappropriate contact with two male pages during a July 4, 1996 camping trip to the Grand Canyon.” We also reported: “Republican Rep. Jerry Weller of Illinois, who is married to the daughter of Guatemalan ex-dictator (and fundamentalist Christian) Gen. Efrain Rios Montt, is rumored to have conducted an illicit affair with a 16-year old female page.” Our in-depth reporting on Hastert and “Page-gate” and the pederasts within the GOP received a harsh reaction in the DC media. Wonkette, a blog then written by the current reporter for The Guardian newspaper Ana Marie Cox, wrote this about our reporting: “The problem is, Wayne Madsen just makes shit up. We hear from well-placed sources that no one is having sex with Dennis Hastert. Scott Palmer may be remarkably close to his boss, but he’s not blind.” Cox, whose Wonkette reports contained a number of unusual references to anal sex, earned the nickname, “Anal Marie Cox.” By attacking the messenger, Cox, like so many of her fellow whitewashers in journalism, was rewarded with her present gigs at The Guardian and GQ magazine. WMR stands vindicated by the federal indictment of Mr. Hastert. This article originally appeared at Wayne Madsen Report.com.

No, Video Games Are Not Subsidized

Giving tax breaks to industries is not the same as subsidizing them
by Matt McCaffrey | Mises.org | May 27, 2015

There’s a popular misconception that giving tax breaks to industries is the same as subsidizing them.
Sadly, like many economic myths, this one just won’t die.
The video game industry offers a recent example. Critics have been arguing for years that US game developers are given unfair advantages and “subsidies” through a range of state and federal tax breaks that lower the cost of game design and artificially prop up production.
The most commonly-cited source for this criticism is a New York Times article chastising developers for claiming a number of these unique tax benefits. And while economic error is no stranger to the NYT, even some proponents of free markets have fallen into the trap. Given this confusion, it’s worth looking more closely at the underlying ideas.

Tax Breaks Are Not Subsidies

Decades ago, economists like Mises and Rothbard were already arguing that tax breaks are not economically or ethically equivalent to receiving subsidies. Simply put, being permitted to keep your income is not the same as taking it from competitors. Exemptions and loopholes do not forcibly redistribute wealth; taxes and subsidies do, thereby benefiting some producers at the expense of others. Yes, entrepreneurs who take advantage of tax breaks will incur fewer costs than entrepreneurs who don’t. But this doesn’t show that exemptions or loopholes provide unfair advantages; in fact, just the opposite — it shows that taxes penalize entrepreneurs unlucky enough to be left holding the bill. Tax breaks are beneficial to those who claim them, but they are not subsidies. Rather, exemptions and loopholes are life jackets in a sea of wealth redistribution. Mises said it perfectly: “capitalism breathes through those loopholes.” Sadly, his simple insight continues to elude most commentators. For instance, the NYT claims that developer Electronic Arts receives “financial help from moms and other United States taxpayers to reduce its federal tax bill.” But EA receives nothing from other taxpayers by having its own tax bill reduced. Tax breaks aren’t impositions unless we think of “moms and other taxpayers” as being entitled to the income generated by the industry.

The Government Is Not the Source of Wealth

Similar arguments are made for government more generally:
During the last five years [c. 2006–2011], Electronic Arts has claimed tens of millions in tax savings from research and development credits for its various games, according to the company’s regulatory filings. (Company officials declined to specify how much of that total came from the federal government.)
This sounds as if EA used someone else’s money to fund its own selfish projects, but again, the company simply paid less in taxes than it might have. Unless government was the source of the wealth or had a prior claim to it (and of course it didn’t), there’s no reason to think of tax exemptions as private takings from public coffers. Unfortunately though, many people do think of government as an impartial referee doling out assistance to the needy. For these critics, the debate isn’t over whether loopholes are technically subsidies, or even if subsidies are economically beneficial. Instead, the problem is that the game industry is sneakily claiming exemptions it doesn’t deserve. The relevant tax breaks date to the 1950s and 80s, and were originally designed to boost US competitiveness, first against the Soviet Union, and later, Japan.1 The exemptions mainly emphasized new technologies, but eventually expanded to include software development and other types of research used in game development. But pundits argue that gaming doesn’t innovate enough to justify the benefits of these exemptions:
Michael D. Rashkin, author of “Practical Guide to Research and Development Tax Incentives,” said that the video game industry had failed to name a technological breakthrough that had helped anyone beyond its shareholders, employees or customers [!]
Who else could they be helping? Rashkin’s claim is especially baffling when we consider that estimates of the number of gamers around the world far exceeds the one billion mark. Is it not enough that gaming creates value for so many people? Apparently, it’s not innovation as such that matters: it needs to be the kind of innovation the critics happen to like. For example:
“The research credit benefits the wrong companies and encourages the wrong kind of research,” said Mr. Rashkin, a tax expert and executive at Marvell Technology, a company based in Santa Clara, Calif. “By diverting funding and attention from where it could be most useful, the credit is hobbling American innovation.”
These condescending jabs at game designers are unfortunately common, and sound almost like the Physiocrats, who opined that any labor besides agriculture — especially for the production of consumer services — was unproductive. Yet a subjective approach to value theory reveals no economic basis for such comparisons between “right” and “wrong” innovation. Of course, when criticizing intervention or supporting markets, we have to be careful not to defend the economic status quo. The game industry does benefit from some economic protection, especially throughintellectual property law.2 But that failing doesn’t justify other impositions on developers; at the very least, closed loopholes or additional taxes will only continue a similar pattern of wealth redistribution, mostly to the benefit of the industry’s largest competitors. Ultimately, we need to see intervention for what it is, and avoid conflating genuine problems with what are actually solutions (albeit only marginal ones). Only that way can we ensure the only “subsidies” producers receive are from willing consumers.

Document: Jade Helm Commander Plans to “Operationalize The CONUS Base”

Military is seeking to gain a full spectrum picture of the everyday lives of their adversaries
Document: Jade Helm Commander Plans to “Operationalize The CONUS Base”
by Daniel Taylor | Infowars.com | May 13, 2015

Special Ops Command seeks to “Operationalize” the homeland; “…informationally aware, smartphone‐enabled urban populations and their satisfaction—or lack of satisfaction—with local, regional, and even global conditions…” presents challenge to military.
Is Jade Helm part of the plan to “Operationalize the CONUS base”?
Recent military exercises across the country have stirred concern among American citizens rightly concerned about expanding federal power. Rasmussen reports that 45% of voters are concerned that the government “…will use U.S. military training operations to impose greater control over some states…”
One of the largest military exercises to ever be conducted on United States soil is set to begin this July. Titled “Jade Helm” the exercise seeks to “Master the human domain”. Infowars.com has documented the significance of the “Master the human domain” motto of Jade Helm. The military is seeking to gain a full spectrum picture of the everyday lives of their adversaries. This information is used to create threat matrix data on key populations.
Lt. General Charles Cleveland, the Commander of Special Operations, is directing the exercise. Operations Planner and retired Green Beret Thomas Mead confirmed this fact during a Q&A at the Brazos County Commissioners Court in Texas. General Cleveland penned a strategy document in September of 2014 titled “ARSOF Operating Concept 2022“. The strategy outlined in the document seeks to establish a world-wide network of military influence to gather intelligence on key populations and contain non-state actors, “empowered individuals”, militias, and other “irregular” threats. The document emphasizes the global nature of the threat, noting that the conflict will effectively erase borders. Cleveland sees an unstable world in the future that will require a capable military force. Cleveland notes the “…major global social, political, informational, and economic trends underway and the converging competition between nation‐states and nonstate actors.” Cleveland continues, stating that the battlespace of the future will occur in urban terrain, “These forces are intertwined and compete for relative superiority over the physical, cognitive, and moral security and adequate governance of key populations—a competition that will increasingly occur in militarily significant urban terrain.” In this “Multi-polar world” non-state actors with access to the internet and other communications will be able to influence each other around the globe. The 2022 document elaborates, “The significant difference will be the greater ability of nonstate actors to defend themselves, and to influence or attack other populations…” In order to counter threats from these groups, Special Operations will utilize various technologies including; Electronic warfare, directed energy, space, robotics, Unmanned vehicles, and low-visibility stealth technologies.
“Operationalize the CONUS base”
Perhaps the most sensational portion of the document comes from the statement that Special Operations wants to “Operationalize the CONUS base“, meaning Continental United States. General Cleveland’s strategy is to utilize civilian assets to support deployed soldiers. The plan seeks to utilize non-governmental agencies, think tanks, academia, and other U.S. government agencies to support Special Operations goal of containing the threat of VEO’s (Violent Extremist Organizations), non-state actors, and other irregular threats. The plan seeks to create a system to marshal civilian expertise to complete the mission of “enhancing” a host nations governance, stability, security, and rule of law. Under a section titled “Military Support to Governance” the document states:
“Given the U.S. military’s assigned responsibilities in the areas of stability and governance, future joint formations must address shared interests and enhance host nation governance, security, economic development, and the rule of law. Doing so necessitates a system to procure, classify, marshal, and employ the appropriate civilian expertise to support or lead execution of stability tasks aligned with national security objectives.”
This aspect of the Special Operations plan as it relates to the Jade Helm exercise raises highly concerning questions. The fact that conservative areas of the United States are listed as “Hostile” in the Jade Helm map should be concerning to citizens. General Cleveland’s strategy is clearly global in nature, and clearly states that the conflict has effectively erased borders, leaving the option of domestic operations on the table. The language of the 2022 document is very similar to an Atlantic Council article published last year which warned of the decline of the “New world order” as non-state actors and empowered individuals threaten to destabilize the globe. The Atlantic Council is a Washington D.C. based think tank that has ties to highly influential policy makers. The 2014 piece, written by “shock and awe” doctrine author Harlan K. Ullman, laments the fact that George H.W. Bush’s dream of a “new world order” is failing. Ullman says that the State is being “…made obsolete by the empowerment of individuals and non-state actors.” Ullman states that an “extraordinary crisis” is needed to counteract this trend. Police Seize 10 Children From ‘Off-Grid’ Homeschool Family

Authorities targeting Americans with traditional, rural lifestyles
Police Seize 10 Children From 'Off-Grid' Homeschool Family
by Paul Joseph Watson | May 8, 2015

Police seized ten children from an “off grid” homeschool family in Kentucky on Wednesday after receiving an anonymous tip about the family’s traditional lifestyle.
The nightmare story began when sheriff’s officers set up a blockade around Joe and Nicole Naugler’s rural property before entering the premises. Eight of the kids were out with their father but Nicole and two of her oldest children were at home. Nicole attempted to drive away but was subsequently stopped and arrested for resisting (attempting to prevent officers from taking her two boys away).
The sheriff then demanded Joe Naugler turn over the other eight children by 10am the next day or face felony charges, an order with which he complied.
“They are an extremely happy family,” said family friend Pace Ellsworth, who asserts that the Nauglers were targeted because of their “back to basics life” and their decision to homeschool their children.
Friends reported no concerns about how the children were being treated by the parents, who follow an educational model called “unschooling” where the children decide their own curriculum based on the subjects that interest them and what their strengths are.
“This is the natural way to live,” said Ellsworth. “It’s actually a growing movement. They want to have a personal education and not a factory education. They are completely open about their life. Everyone is learning by living. They are all extremely intelligent.”
The family’s Facebook page – entitled “My Blessed Little Homestead,” is a charming testament to their way of life. The Naugler children are obviously living a blissful “free range” lifestyle amongst 26 acres of land in Breckinridge County.
“They frequently post pictures and videos of their children, animals and their off-grid life,” reports Off the Grid News. “A May 5 post showed a video of a toddler, Mosiah, learning to walk. An April 24 post showed a happy family, gathering around a campfire, roasting marshmallows.”
The family have set up a GoFundMe page to try and raise money for legal expenses.
A website for the family spells out their plight with the heart-wrenching words; “This Kentucky family of 12 people, 6 dogs, 2 farm cats and a few random farm animals was just torn apart. Their crime: Living a simple, back to basics life.”
This shocking story once again illustrates how families attempting to simply get on with their lives in a traditional manner are being treated as extremists by other Americans, snitched on, and targeted by authorities.
Meanwhile, in New Jersey, a WND report highlights how parents were interrogated by a CPS caseworker who questioned Christopher Zimmer and his wife Nicole, “on everything from their son’s homeschool education to questions about vaccines and guns in the house.”
Michelle Marchese aggressively demanded to enter the property after asserting Christopher Zimmer Jr. was not getting a “proper education.” Police subsequently arrived and allowed Marchese to enter the home before conducting a warrantless search.
The Zimmers are now suing the CPS for $60 million in a case before the U.S. District Court in Trenton.
