Proverbs 28:15  As a roaring lion, and a ranging bear; so is a wicked ruler over the poor people.

This leads to tyranny and oppression But the people who know their God shall do exploits.
Daniel 11:32  And such as do wickedly against the covenant shall he corrupt by flatteries: but the people that do know their God shall be strong, and do exploits.
